DepEd warns against political activities during graduation rites

MANILA, Philippines – The Department of Education (DepEd) warned against any form of electioneering or partisan political activities during graduation ceremonies in all schools.

This is outlined in DepEd Memorandum No. 27, issued on Friday, March 21, which provides guidelines for the conduct of end-of-school year (EOSY) rites for school year 2024-2025.

The memorandum specifies that EOSY rites should take place either on April 14 or 15.

“All DepEd officials (including third-level officials), teaching, and non-teaching personnel are prohibited from electioneering or partisan political activity in relation to the forthcoming 2025 national and local elections,” the DepEd said.

The education department reminded its personnel of existing policies outlined in DepEd Order No. 48, citing the Constitution, which states that “no officer or employee in the civil service shall engage, directly or indirectly, in any electioneering or partisan political campaign.”

The local campaign period will kick off on Friday, March 28. The Philippines will hold its midterm elections on May 12.

The DepEd also reiterated that all ceremonies should be “simple but meaningful.”

“While these rites mark a milestone in the lives of the learners, graduation and moving-up ceremonies shall be conducted without excessive spending, extravagant attire, or extraordinary venues,” the DepEd said.

The department also said no schools should collect contributions or fees for their EOSY ceremonies. All expenses should be covered by their budget for maintenance and other operating expenses or MOOE. – Rappler.com
