MANILA, Philippines – The House of Representatives pays tribute to the late Albay 1st District Representative Edcel Lagman, who died on January 30, after his bouts of pneumonia since last year.
Lagman was among the oldest and longest-serving members of the House of Representatives, first serving as district representative upon the restoration of a bicameral Congress in 1987, a year after the 1986 EDSA uprising that toppled the Ferdinand Marcos Sr. regime.
He served three terms until 1998, then served two more nine-year terms, from 2004 to 2013, and 2016 until his day of passing.
During his decades-long illustrious political career, Lagman became minority leader, deputy majority leader, and chairman of the committees on appropriations, justice, agrarian reform, and overseas workers affairs.
A celebrated human rights champion, Lagman was key in having numerous landmark bills pass Congress, such as the Anti-Torture Act of 2009, Anti-Enforced or Involuntary Disappearance Act of 2012, Human Rights Victims Reparation and Recognition Act of 2013, and the Reproductive Health Law.
